Under the United Nations Charter, the Kingdom of Saudi Arabia is obliged to implement the United Nations Security Council Resolutions pursuant to Chapter VII of the Charter. This includes its sanctions regimes.
Through its Resolutions and Sanctions Committees, the United Nations Security Council aims to maintain peace and security, by mandating the implementation of freezing measures related to Financing of Proliferation of Weapons of Mass Destruction:

The Kingdom of Saudi Arabia, as a member of the United Nations, is mandated to implement the United Nations Security Council Resolutions, including those related to its sanctions regimes. Through Royal Decree No.7753 ), and the Mechanism issued by the Chapter VII Committee on Proliferation of Weapons of Mass Destruction and its financing, the Kingdom is implementing UNSCRs on the suppression and combating of proliferation of weapons of mass destruction.
