Proposing Listings or De-Listings to the UN


Proposing a Designation to the United Nations

The Committee—through the Ministry of Foreign Affairs—may submit a listing proposal to the UNSC 1718 Committee for the designation of a person, group, or entity under applicable UN Security Council Resolutions. This request must be based on reasonable grounds to believe that the subject meets the designation criteria under UNSCR 1718 or subsequent resolutions, and it is made without prior notification to the individual or entity involved. The existence of domestic or foreign criminal investigations is not a prerequisite for the Chapter VII Committee to make such a proposal to the UN to designate.
All designation requests must be submitted using the official UN Sanctions Committee designation form and conform strictly to the UN's procedural requirements. The submission should include comprehensive identifying information, a detailed statement of case with supporting evidence, and must indicate whether the Kingdom wishes to be identified as the submitting State.


Criteria for designation under UNSCR 1718 (2006) and its successor resolutions on DPRK

Any person or entity engaged in the Democratic People's Republic of Korea (DPRK)'s nuclear-related, other WMD-related and ballistic missile-related programmes; or

  • Individuals or entities acting on their behalf or at their direction. Family members of such persons may also be designated for the travel ban.
  • Entities and individuals that have assisted the evasion of sanctions or in violating the provisions of resolutions 1718 (2006) and 1874 (2009).
  • Individuals and entities that have contributed to (i) the DPRK's prohibited programmes, (ii) activities prohibited by the resolutions or (iii) the evasion of sanctions.

Requesting the Removal of a Designation to the United Nations

Anyone designated by the UN Sanctions Committee pursuant to the above listed designation criteria under UNSCR 1718 or its successors resolutions, and who is a Saudi national or resides or operates in Saudi Arabia may request removal from the sanctions list in two alternative ways:

First, to initiate the delisting process, a person may submit an application to the Chapter VII Committee. The Committee may then forward the request to the Saudi Ministry of Foreign Affairs, which channels it to the United Nations' Focal Point for De-listing. From there, the Focal Point will consider the petition under its standard delisting procedures (click here for the Delisting Procedures of the Focal Point.

Secondly, to initiate the delisting process, a person may directly contact the Focal Point for De-Listings at the United Nations, without the need for involvement of the Chapter VII Committee. This [Rev1] process is also available for persons that previously sought the Chapter VII Committee's involvement in the delisting but where the Committee decided not support the request.
